The Penn Central Corporation ("Penn Central") brings this suit against the National Railroad Passenger Corporation d/b/a Amtrak ("Amtrak") and its wholly owned subsidiary, the Chicago Union Station Company ("CUSCO"), to recover monetary advances it made to CUSCO before passage of the Regional Rail Reorganization Act of 1973 ("Rail Act") and adoption of the Final System Plan ("FSP"). Penn Central advanced approximately 17.5 million dollars...
