William Benjamin Ward appeals the denial of his 28 U.S.C. § 2255 petition to vacate sentence. Ward seeks to overturn his 1989 federal convictions of two counts of unlawfully manufacturing pipe bombs, one count of unlawfully possessing a pipe bomb and one count of destruction of government property via the use of explosives.
