Local 554, Graphic Communications International Union, AFL-CIO, entered into a labor agreement with World Color Press Inc., Salem Gravure Division. Local 554 then refused to sign the labor contract, claiming disagreement with some of its terms. The National Labor Relations Board (the Board) issued an order requiring Local 554 to sign the contract. The Board now seeks enforcement of that order.
