Willa Johnson attempted to enter the United States with heroin concealed in a suitcase. A customs inspector discovered the heroin during a search of Ms. Johnson's luggage. After her arrest and subsequent indictment, Ms. Johnson pleaded guilty to possessing with the intent to distribute approximately 1470.6 grams of heroin in violation of 21 U.S.C. § 841(a)(1), but preserved her right to appeal...
