This appeal by the assessor and the Board of County Commissioners of Arapahoe County (county) arises from a judgment in which the district court lowered the county's 1988 valuation of vacant commercial land owned by Resolution Trust Company (taxpayer) from $7,987,944 to $3,408,424.
