Wendall Penass was living with Mary Notinokey on the Menominee Indian Reservation of Wisconsin. Early in the afternoon of September 15, 1990, Mary's brother Roger Notinokey, his uncle Calvin Notinokey, Roger's girlfriend Theresa Fish, and her ten-year-old son Tony Junior dropped by Mary's house to socialize.
