Concrete Structures of the Midwest, Inc. ("CSM") has signed successive collective bargaining agreements with the Laborers' District Council of Chicago, a union, since 1987. At issue today is whether CSM agreed to guarantee the debts of its subcontractors who owed the union for work covered by CSM's collective bargaining agreement with the union.
