Petitioner Murray seeks review of the order of the Columbia River Gorge Commission (commission) denying his application to build a road on and to subdivide a 37-acre parcel in an agricultural area subject to the Columbia River Gorge National Scenic Area Act (act). 16 U.S.C. §§ 544 et seq.; see ORS 196.115. We affirm.
