While incarcerated in the East St. Louis municipal jail, Walter DeBow sustained injuries that left him physically and mentally disabled. His Estate filed suit against the City of East St. Louis, and the jury returned a verdict of $3.4 million against the City. Despite repeated attempts to collect the judgment, the City refused to pay.
