Alfredo Linarez filed a complaint in district court seeking to recover $12,417 in United States currency that the Drug Enforcement Administration ("DEA") seized from him and administratively forfeited to the United States under the authority of 21 U.S.C. §§ 881(a)(6), 881(b) (1988 & Supp. III 1991), and 19 U.S.C. §§ 1602-1618 (1988 & Supp. III 1991).
