The plaintiff Bruce Meacham filed this claim for benefits on behalf of his minor son pursuant to M.G.L.c. 258A (1988). Beginning in 1983 through August, 1985, the victim, then aged eleven, was sexually abused by his tutor. The victim's parents made a report to the Milford police on November 23, 1985, upon discovery of the crime.
