On January 31, 1989, Donald K. Hall, an employee of Western Production Company (Western), was discharged from his employment. After his discharge, Hall filed a complaint against Western with the Equal Employment Opportunity Commission and the Wyoming Fair Employment Commission (WFEC), asserting that his discharge violated the Age Discrimination in Employment Act (ADEA).
