Respondent Patricia Snyder (Snyder) cared for her disabled father in her home from the time he was declared permanently and totally disabled due to an industrial accident until his death. After her father's death, Snyder sought compensation from the State Industrial Insurance System (SIIS) for the attendant care she and her husband had provided for her father.
