Plaintiffs Ray Hays, et al. (Plaintiffs) challenge the congressional redistricting plan (the Plan) adopted by the Louisiana State Legislature (the Legislature) when, following the 1990 census, it enacted Act 42 of 1992 (Act 42).1 In its present posture, this case considers the constitutionality of the Plan, admittedly designed inter alia to increase the number of black representatives...
