Plaintiff, Michelle Hassan, and her children, Joseph Hassan and Adam Hassan, are recipients of Aid to Families with Dependent Children (AFDC). The Hassan family receives a monthly AFDC grant of $330.00 from the Illinois Department of Public Aid (IDPA).
