In No. 15847, the plaintiff-appellant State of Hawaii (State) appeals the findings of fact (FOFs), conclusions of law (COLs), and order, entered by the First Circuit Court on December 13, 1991, granting the defendant-appellee Dathan Chung's motion to dismiss Counts I and II of the indictment charging him with two counts of terroristic threatening in the first degree.
