Blount Funeral Home and Cigna (together "Blount"), and cross-appellants City of Tampa and Alexsis (together "City"), appeal an order by the Judge of Compensation Claims (JCC), finding Blount and the City of Tampa liable as "dual employers" of the claimant, Kenneth Godbey.
