Plaintiff sues under the Freedom of Information Act ("FOIA"), 5 U.S.C. § 552 as amended, for expedited processing of FBI records relating to a deceased Iranian citizen, Cyrus Hashemi, and various other matters related to the "October Surprise."1 Plaintiff alleges that she and a colleague, Edward Spannaus, requested these documents to present to Congress2
