This appeal and cross-appeal involve issues arising from the award of attorney's fees in connection with litigation involving Section 5 of the Voting Rights Act before a three-judge panel of the district court. The Georgia State Board of Elections and a state official, who were defendants in the litigation, appeal from the award of attorney's fees.
