George Atiyeh (licensee) is the holder of a liquor license issued by the Pennsylvania Liquor Control Board (LCB). In January of 1990, the LCB notified licensee that his license would not be renewed because of nine pending citations against him and two citations which had been adjudicated. Licensee requested a hearing before an examiner for the LCB and after said hearing, the LCB upheld its decision. Licensee then appealed to the Court of Common Pleas...
