The Office of Thrift Supervision (OTS) appeals from the district court's granting of injunctive relief to both Landmark Land Company, Inc. (Landmark) and some of its directors, the individual plaintiffs. The OTS had issued a temporary cease-and-desist order against Landmark and the other plaintiffs. The order prohibited them from dissipating the assets of the subsidiaries of a savings association and also froze their personal assets...
