Dunn, Jr., as the revenue commissioner of Marengo County; and the county commission of Marengo County (all hereinafter collectively referred to as "Marengo County"), requesting the trial court to hold that the ad valorem tax rates imposed by Marengo County for its general fund and its road and bridge fund were void on the basis that they exceeded the amount allowed...
