A jury convicted Phillip Hofer of conspiring to distribute lysergic acid diethylamide (LSD). See 21 U.S.C. §§ 841 and 846 (1988). At sentencing, the district court determined that Mr. Hofer had perjured himself at trial and enhanced his base offense level two points for obstruction of justice. See U.S.S.G. § 3C1.1.
