Petitioner operates a recreational skydiving facility in a rural residential and resource zone in Clackamas County. The county granted petitioner a conditional use permit for the facility in 1988, subject to various conditions, including a three-year expiration date. In 1991, the county planning director advised petitioner that a new conditional use application would be required for continued operations. Petitioner appealed the director's determination...
