This is the second time this case has come before us on appeal from a pre-trial order by the district court. W. Douglas Williams and Texas Dynamics, Inc., appeal the district court's denial of a Rule 60(b) motion seeking to reinstate their complaint against Texas Congressman Jack Brooks that was dismissed by the district court.
