Plaintiff has filed this action alleging that Chapter 84 of the Missouri Revised Statutes, which mandates that the Governor appoints the four members (exclusive of the Mayor) of the Board of Police Commissioners for the City of St. Louis, violates the Voting Rights Act, 42 U.S.C. § 1973 (as amended).
