This appeal arises from an incident which occurred in Orange County on April 19, 1991. In the suit below, plaintiff Tommy Williams alleges that he sustained injuries as a result of an accident resulting from plaintiff's vehicle coming in contact with a piece of steel which plaintiff contends fell from an unidentified truck.
