Defendants, the City of Chicago, Harry Manley, Acting Commissioner of the Department of Inspectional Services, and Patrick Gamboney, Director of Licensing, Registration, & Permits (collectively defendants) challenge the circuit court's denial of their motion to vacate a preliminary injunction. We conclude the circuit court erred and remand the cause.
