Justice RIZZI delivered the opinion of the court:

Plaintiffs, Sandra Childred Mtengule (Sandra) and Basil G. Mtengule (Basil), brought a personal injury action against defendant, City of Chicago (City), for injuries arising from an automobile accident. Plaintiffs alleged that the City failed to maintain the traffic control signal at the site of the accident in a reasonably safe manner, and that the failure to do so was a proximate cause of their injuries.
