This is a tort action brought by the parents of a thirteen year old child, Eric Scott Payne, who hung himself while in the custody of the Baton Rouge City Police Juvenile Detention Center. The parents of the deceased child seek damages for wrongful death and also bring a survival action on behalf of their child.
