Marco Glumac and three other Calumet City police officers arrested Michael Scott on October 4, 1989, pursuant to a "no-bond" arrest warrant issued by the Cook County Circuit Court for felony possession of a controlled substance. After the arrest, Officer Glumac searched Scott's car and ordered it towed. Scott filed a civil suit under 42 U.S.C. § 1983, alleging that his car had been wrongfully seized...
