RSB Investment Fund II, Ltd. ("RSB") alleges inverse condemnation of its property by the Municipality of Anchorage ("Municipality"). The questions presented are whether the Municipality's designation of RSB's property as "conservation wetlands" constituted a regulatory taking, and whether the Municipality's construction of the North Klatt Road Extension resulted in a physical invasion of RSB's property.
