Thomas Webb (Student) was injured when struck by an automobile after getting off a school bus. Student and his mother, Cathy Robinson (Mother), individually and as next friend for Student, filed suit against Hal Reisel, director of pupil transportation for St. Louis Public Schools (Director), and against a school bus company.
