This proceeding arises out of the casualty insurance moratorium mandated by the legislature in chapter 93-401, Laws of Florida. Prudential Property and Casualty Insurance Company of Indiana (PRUPAC) petitions this court for review of the Florida Department of Insurance's non-final agency action denying its request for exemption from the moratorium.
