BURKE, Justice.

I. FACTUAL AND PROCEDURAL BACKGROUND

Danny Haynes was arrested for driving while intoxicated. Following his arrest, Haynes submitted to an "Intoximeter 3000" breath analysis, which chemically tests for the presence of alcohol. See AS 28.35.031 ("A person who operates or drives a motor vehicle in this state ... shall be considered to have given consent to a chemical test or tests of the person's breath... ....
