This petition for review of a decision of the Board of Immigration Appeals raises questions concerning the proof required to establish a well-founded fear of persecution for the purposes of Section 208(a) of the Immigration and Nationality Act ("Act"). 8 U.S.C. § 1158(a) (1988).
