Laidlaw Waste Systems, Inc., appeals the trial court's conclusion that the Kansas City Board of Zoning Adjustment (BZA) does not have authority to rehear an application for a landfill use permit it has denied. When BZA denied Laidlaw's application for a five-year, conditional use permit, Laidlaw asked it to rehear the application. BZA agreed, but denied the application...
