This dispute stems from Plaintiff's efforts to develop a piece of land for resale as waterfront lots. On November 29, 1988, the Plaintiff paid 5.5 million dollars for property located along the Town of Bethany Beach known as the Salt Pond property. Docket Item ("D.I.") 3 at 4.
