SCHWELB, Associate Judge:

Frederick B. Spielman became a firefighter in 1969. On August 6, 1987, he suffered an apparent heart attack while on duty. As a result, he became unable to carry out his duties. Claiming that his inability to work as a firefighter was incurred in the line of duty, he applied for the more generous retirement benefits available to disabled firefighters whose disability was so incurred. See D.C.Code § 4-616 (1989); cf. id.
