Appellants, City of New Orleans and the Civil Service Commission for the City of New Orleans appeal the trial court's judgment declaring Civil Service Rule IV, Section 1.3(d) and the Ordinance adopted by the City invalid because it was unreasonable as applied to the New Orleans Police Department. The actions of the Commission and the City were undertaken to change the rules of the Commission to allow a reduction of the work week for municipal employees...
