Juan Gray is a teacher and musician, a black man with long hair, from Washington, D.C. He was travelling alone on Interstate Route 70 in Sewickley Township, Westmoreland County, on November 13, 1992, when he was pulled over by Trooper Kenneth Munshower of the Pennsylvania State Police. Trooper Munshower indicated that he had observed the defendant's vehicle coming from the exit ramp from the New Stanton Pennsylvania Turnpike...
