Mr. Talon, who appears pro se, appeals the decision of the United States Court of Veterans Appeals (CVA). The CVA determined that the Department of Veterans Affairs properly denied his application for non-service-connected pension benefits. The basis of the CVA's decision was that Mr. Talon's military service in the Commonwealth Army of the Philippines did not constitute active service for the purpose of establishing eligibility...
