MEMORANDUM OPINION

This action arises out of an election held on June 6, 1989 for the office of Mayor of Mound Bayou, Mississippi. Wanda Stringer, the plaintiff herein, received the highest number of votes in the election for mayor, but at the instigation of incumbent Mayor Earl S. Lucas, the City Elections Commission disqualified plaintiff, and in her place certified Mayor Lucas, who received the second highest vote total, as the winner of the election. Ms. Stringer...
