CARDINE, Justice.

This is an appeal brought by the parents of LaGrange, Wyoming students challenging a decision by the Board of Trustees of Goshen County School District No. 1 to close the junior and senior high schools in that town. In the district court they asserted that the closing was improper because (1) the process used in making the decision violated the open meeting laws and (2) the decision was arbitrary and capricious and not supported by substantial evidence...
