The State of Louisiana, through the Department of Social Services, instituted this action to have the minor child DLB declared abandoned by his mother.1 The Orleans Parish Juvenile Court rendered judgment in favor of the mother finding that the State did not present clear and convincing evidence of the mother's intent to permanently avoid parental responsibility of the child...
