This matter is before the Court on two separate motions which will be considered together. The first is defendant Len Blaukamp's motion to dismiss and/or for summary judgment. The second is the motion to dismiss and/or for summary judgment of defendants Kent County Sheriff's Department, Kent County Sheriff James Dougan, and Detective Ken Kleinheksel (hereinafter collectively referred to as "the County defendants")....
