This is a Title VII case. The plaintiff, Jerry Lee Alston, a black male, is a former employee of the Department of the Air Force at Dover Air Force Base, Delaware ("Dover AFB"). The defendant is the Secretary of the Department of the Air Force Donald B. Rice (hereinafter referred to as the "Air Force").
