In this appeal, they challenge the trial court's judgment upholding a decision issued by the Executive Director of the Colorado Department of Personnel which placed them in the occupational grouping of Office Support and Related Services (OSR) rather than the occupational grouping of Enforcement and Protective Services (EPS).
