Appellant, Raymond Tholen, contests the trial court's summary judgment affirming the assessment of his property, allowing foreclosure of his property, and awarding attorney fees against him, while Sandy City and Southridge Industrial Park Special Improvement District (sometimes referred to collectively herein as "Sandy") appeal the trial court's reduction of their attorney fees request.
