KANNE, Circuit Judge.

William Moore pleaded guilty to one count of conspiracy to embezzle funds from the Illinois Department of Public Aid in violation of 18 U.S.C. § 371, and was sentenced under the Sentencing Guidelines to twelve months imprisonment followed by two years of supervised release. Moore appeals his sentence on two grounds: (1) the two-level enhancement of his base offense level under U.S.S.G. § 2B1.1(b)(5) for "more than minimal planning"...
